Guidelines and phases for Lockdown 5.0

Introduction: The Home Ministry guidelines have been implemented across the country from Monday 1 June, which will continue till 30 June. The Government gives name to this lockdown is Unlock-1. Following the guidelines of the Home Ministry, many states have opened the border for people coming from other states and have approved inter-state transport.


Once again the lockdown period has been extended in the country so that Covid-19 can be dealt with soon. Guidelines for Lockdown 5.0 have been released by the government, in which considerable concessions have been given. The government's new guidelines have been released from June 1 to June 30.


According to this, the exemption will be given in a phased manner outside the Containment Zone. However, the way agricultural work is going on, it will continue in the same way. Lockdown 5.0 will be fully banned. Let us tell you at what stage of this lockdown what will be allowed to open.


First stage

According to the new guidelines,

1. Temples,
2. Mosques,  
3. Gurudwaras, and 
4. Churches etc.


They will be allowed to open in this phase. All these will be opened in a phased manner. It is being told that saloon-restaurants can also open from June 8. Apart from this, hotels and shopping malls will also be allowed to open.


Second stage

In this phase,

1. The state's schools, 
2. Colleges,
3. Educational institutions, 
4. Coaching, 
5. Training institutes etc.


These will be allowed to open. The Union Health Ministry has been consulted for this. But during this time the government guidelines will have to be strictly followed. For this, discussions will be held with states and union territories. Along with this, discussions will also be held with parents of children. Currently, efforts are being made to open schools in July. Subsequently, a decision will be taken to open the institutions only on the basis of feedback.


Third step

As per the Home Ministry guidelines, facilities like Metro service, cinema hall, gym, swimming pool, amusement park, theater, bar, and auditorium, assembly hall, and international flights can be provided at this stage. At present, no date has been set for this.

On the other side:

However, according to the new guidelines, the central government has relaxed the lockdown substantially from 1 June. Following the guidelines of the Home Ministry, many states have opened the border for people coming from other states and have approved inter-state transport.


1. UP government:

The Uttar Pradesh government said that there is no restriction on interstate travel, but the decision on the movement of people adjacent to Delhi has been left to the district administrations of Ghaziabad and Noida. However, the state has not resumed its interstate bus service. At the same time, the Karnataka government removed the restriction on interstate movement within and within the state, clearing the way for relaxation in lockdown by leaving the Containment Zone.


2.  However, in view of the ever-increasing corona cases, Maharashtra and Tamil Nadu have not approved it. While in some states of the North-East have decided to continue the ban on interstate travel even after 31 May.


You must be aware that the number of cases of coronavirus in Maharashtra and Tamil Nadu is the highest in the country. 


States such as Rajasthan and Telangana have announced that they will allow interstate movement as relaxed under Unlock-1. Due to the lockdown imposed to deal with the coronavirus, this type of travel has been banned across the country for almost two months.

3. Permission for movement in Gujarat:

The Gujarat government has issued new guidelines in its place, according to which curfew will remain in Gujarat from 9 am to 5 am. All shops will be open till 7 pm. Apart from this; buses of Gujarat State Transport will run in all the districts. All government offices will open from Monday. However, according to the new guidelines, hotels, restaurants, religious places will open based on the rules of the center.


4. Tourist places open in Rajasthan:

Talking about Rajasthan, the state government has also issued its guidelines. Now all the tourist places in the state will be opened from June 1. By the first week, tourists will be able to visit the tourist site for free. In the third week, you will be able to go to the tourist site by paying half the money.


5. Offices will open in UP (office time in lockdown-5.0)

Guidelines have been issued to open government offices in UP with 100 percent attendance, but at the same time, one condition is that the structure of work will have changed beforehand. According to the guidelines, the offices will now be opened in three shifts. The first shift will be from 9 am to 5 am, the second shift will be from 10 to 6 and the third shift will be from 11 am to 7 pm in this Lockdown-5.0. This has been done so that the offices do not get crowded and the staff can fully follow the social distancing.


Passenger trains started operating

200 passenger trains are going to start operations by the Indian railway from 1st June. Tickets booking to travel these trains started earlier from May 21.


Railways have increased the advance reservation period (ARP) for all special trains from 30 days to 120 days. 


These included those 15 pairs of Rajdhani Special trains which have been in operation since May 12. And 200 new trains have been running since 1 June. Railways said that parcels and luggage booking would be allowed in all these trains.
